I think the reason is to make a clean finish to the preceding data pulse. In reality the signal fades to 0 instead of being 1ms as the TZX format says.
The extra pulse might be caused by reseting the border colour. -

The scart carries a composite video signal plus audio signals, so yes, it can be done. The modulator is entered by composite video, so you just need to bypass that one.
