I'd say that's very weird, as SPIN makes no distinctions between the shift keys!
You should use CTRL to simulate the symbol shift key :)

It's picked up on UHF channel 36. Try entering BEEP 1,0 and if there's no sound, there's something wrong. BEEP is EXT MODE SYMBOL SHIFT+Z, in case you're wondering.
