If it's a later model you can either make up a composite (+2/128k) to scart or RGB (+3/+2A) to scart lead for your telly - assuming your telly is not so old it doesn't have scart. -

Sounds like the RGB signals are working. You have probably not connected the 12V signal at the RGB port to pin 8 on the scart socket. This is needed to switch RGB input on. RF out is crap on a +2a, best option is to make a scart cable and get a cheep RGB TV, or buy a Commodore 1084s monitor.
