So I still need to find a US power supply that offers the higher voltage DC out (higher than the 16K / 48K) that the Spectrum 128 requires. Anyone have any ideas of a compatible unit?

But if I could find a native, American PSU that output the proper DC voltage, then there would be no overheating. (As opposed to putting the Euro PSU on a power converter that changed voltage but not Hz.) Am I mistaken here?

The whole point of the heatsink is to keep the voltage regulator cool (just like the much smaller heatsink inside the 48K machine). Without it, the 7805 should go down the drain pretty fast. -

I think pin 6 is the composite signal output. If there is a low voltage signal there then its dead. Its about 3.5V with the menu screen on. -

Sounds like the RGB signals are working. You have probably not connected the 12V signal at the RGB port to pin 8 on the scart socket. This is needed to switch RGB input on. Try checking the voltage on pin 6 of TEA2000 to see if its dead. -
