Any ULA from a Rubber keyed 48k will work.
Not sure about a 16k.
If you have another 48k try swapping them out.
You might also want to get a capacitor kit and check the voltages beforehand.

Yeah, it could be anything ULA, ROM, RAM...or a combination of them.
It took me 8 months of tinkering with my 128k+ to find that it was a faulty AY sound chip. Thanks to Gary who had a spare AY chip :)

Open the case of your Spectrum and check the keyboard cables. Two flat cables must be connected to the mainboard. If this is okay, then you should check another keyboard. If it still fails, the ULA may be defect.
