That is def a custom mod. I don't recall any commercial internal 64k upgrades, but I did see a few published in mags. If it was a recent mod then the 64K chip was probably used but only to provide a 16K upgrade (64K ram is cheap now). I doubt the ZX81 could access all the RAM unless the mod was more substantial than simply adding a single RAM chip.
