It's the up arrow key (7). Problem is, you have to time it just right (press it just before you reach the vertical bit of the T of TIME underneath) or you'll just fall into the water.

As an additional note to my earlier post, Operation Wolf was a corking Coin-op conversion if ever I've seen one. I had it with the light phaser (Bullseye on the B side) and it was an excellent game. Large and plentiful sprites to boot, as well. -
