If I put a cap inbetween the video out and my tv or composite to vga converter, I get a very dark screen.

It is 15625 Hz / 50 Hz RGB, SCART-compatible signal and should be recognized from modern TV sets as well as from CRT devices. Also my CGA to VGA converter accepted the signal and gave good quality sharp picture at a VGA monitor.
