    TTL is Transistor-transistor-logic. Works at a voltage of +5v. Often mistakenly quoted as meaning Transistor-transistor-level, which it isn't.

    Means that the input to your TTL monitor should be at +5v.

    To be sure that the 5v doesn't hurt pin 16 on your tv, you usually only need a resistor at ca 1K in series between the computer and pin 16. All tv's have internal circiuts to prevent this voltage from getting too high anyway.
