    TTL is Transistor-transistor-logic. Works at a voltage of +5v. Often mistakenly quoted as meaning Transistor-transistor-level, which it isn't.

    Means that the input to your TTL monitor should be at +5v.

    To be sure that the 5v doesn't hurt pin 16 on your tv, you usually only need a resistor at ca 1K in series between the computer and pin 16. All tv's have internal circiuts to prevent this voltage from getting too high anyway.

    Well, you can use the modulator case, aluminium heatsink or centre pin of the regulator as a ground (negative) connection.
