    I'd imagine it was to maintain consistency with the ability to only print to the top 22 lines of the screen.

    Presumably it was just forgotten to add the same restriction to SCREEN$.

    Better solution is not to copy entire buffer to screen, only the parts that changed from previous frame. Just use a table which determine which charecter cells were changed.
    Drawback: on scrolling if less than 8 pixels this will not work very good.
